Description:
The New England District, U.S. Army Corps of Engineers will be issuing a Request for Proposal (RFP) for Indefinite Delivery/Indefinite Quantity (IDIQ) for Environmental Consulting Services for Various Projects throughout the Northeast. The location of services to be performed under this contract shall be primarily in the six New England States (ME, NH, VT, MA, RI, and CT). There is a small potential for a portion of the work to be located in other districts covered by the USACE North Atlantic Division’s (NAD) civil works and military projects boundary (NY, PA, NJ, DE, MD, VA, WV, and the District of Columbia). This solicitation will be set aside for Small Business. The NAICS code for the work described below is 541620. This RFP is planned to be issued in December 2021. The magnitude of the IDIQ is $15M. The selected contractor may perform services in support of the District’s civil works water resources programs (e.g., navigation, flood and coastal storm risk reduction, and ecosystem restoration) and military and other agency support programs. Anticipated services covered by the contract include: preparation of National Environmental Policy Act (NEPA) documents, including Environmental Assessments and Environmental Impact Statements and other related documents (e.g., Clean Water Act Section 404(b)(1) Evaluations, Essential Fish Habitat Assessments, Endangered Species Act Biological Assessments) and specialized reports on specific ecological and physical resources, social resources (e.g., Environmental Justice), engineering, planning, or environmental issues. The contractor may be asked to perform logistics and facilitation to support public involvement for NEPA documents by providing meeting organization and facilitation services and organizing responses to public comments; geographic information systems (GIS) mapping; social effects (e.g., Environmental Justice) and recreation analyses and studies; coastal engineering and hydraulic modeling studies; mitigation and monitoring planning; economic analyses and studies; dredged material management planning; environmental/ecological modeling; air emission inventories/conformity analyses; and preparing master plans. The selected contractor may be asked to undertake specific field and/or limited laboratory studies (e.g., marine benthic sample analysis, archaeological sample analysis) to answer environmental and cultural resource impact questions related to fish and wildlife, vegetation, soils, sediment, and related habitats and resources and historic and archaeological resources. Field activities may also include collection of water quality measurements using equipment such as a multi-parameter sonde or secchi disk, wetland assessment and delineation, fish and wildlife identification, and SCUBA surveys.
