Joint review of transport canada’s aircraft services (30002732)**-**background: the department of fisheries and oceans (dfo) and canadian coast guard (coast guard), and transport canada (tc) require consulting services for a third party analysis to identify an ideal organizational construct(s) for the delivery of transport canada’s (tc) aircraft services directorate (asd) business lines. the resultant proposed construct must optimize the operational effectiveness of existing program mandates and implement fiscal efficiencies, while considering benefits to the whole of government, including the vip fleet and services. objective: the objective of the work is to conduct an in-depth evaluation of the sustainability of the current services delivered by transport canada (tc) aircraft services directorate (asd) through the lenses of departmental mandates, appropriate service performance criteria, effective governance, fiscal management, and asset renewal / recapitalization from a whole of government perspective. to accomplish this, an independent third party, with the support of dfo/ccg, department of national defence (dnd), tc asd and tc civil aviation, will conduct a comprehensive enterprise analysis of tc asd fiscal and service-delivery structures to provide a recommendation on the way forward for the following business lines, each assessed individually and in combination with each other: coast guard helicopter operation and maintenance services; intelligence, surveillance and reconnaissance operations and maintenance services including the national aerial surveillance program and the remotely piloted aircraft system (rpas) program delivery; dnd maintenance and operations and training services for fixed wing and rotary wing fleets; and tc civil aviation operations and training services for fixed wing, and rotary wing fleets. scope of work: the analysis is to investigate options for the provision of aviation services, including maintaining the tc asd status quo or other models of service delivery, which could include partial industry outsourcing for training. to focus the parameters of the effort, the analysis will be characterized by the incorporation of the following five key factors: mandate determine if a clarity in mandate for the provision of air services is required. governance there is a need to evaluate and determine the best governance structure(s) to support departmental mandates. service performance / standards the levels of service required to support individual program mandates is to be reviewed and confirmed. funding / cost recovery model this study will determine the appropriate funding / investment levels to sustain effective and efficient current and future organizational construct(s) asset renewal / recapitalization consider and assess life-cycle costs to address the present deficit but also the future capital requirements including, aircraft, simulators and infrastructure required to meet the fleet renewal needs. ownership of intellectual property: fisheries and oceans canada has determined that any intellectual property rights arising from the performance of the work under the resulting contract will belong to canada, for the following reasons, as set out in the policy on title to intellectual property arising under crown procurement contracts: the material developed or produced consists of material subject to copyright, with the exception of computer software and all documentation pertaining to that software. security requirement: escort required at dfo site(s) the supplier and all individuals assigned to work on the contract or arrangement must not have access to protected or classified information/assets. the supplier and all individuals assigned to work on the contract or arrangement must not have unescorted access to restricted access areas of fisheries and oceans canada facilities, or canadian coast guard vessels. the supplier and all individuals assigned to work on the contract or arrangement must not remove any protected or classified information/assets from dfo site(s). subcontracts or arrangements with a third party are not to be awarded without the prior written permission of the contracting authority (i.e. a new srcl must be submitted and processed following the same procedure as for the initial contract). period of contract: the period of contract shall be from date of award to november 30, 2022.

Quantum technology support services (w7714-227998/a)**-**development canada (drdc) ottawa is performing research and development (r&d) in five quantum technology areas in support of defence applications. this requirement is to provide research and development support on an “as and when requested” basis to drdc ottawa research centre for a period of two years with three option periods of one year each. the r&d is related to quantum sensing and related areas (specifically, quantum-enhanced and novel quantum-inspired classical sensing) to support the canadian armed forces (caf)/department of national defence (dnd) in concept development and the specification of future systems/fleets in terms of equipment modernization and recapitalization. to date, the r&d has been very active in the areas of quantum sensing; however, most of the work has been done using metrics that are not relevant for sensor performance in practice. in particular, little guidance is provided in terms of credible performance prediction theory for a sensor based on a quantum-enhanced protocol backed by real experimental data collected in laboratory or outdoor field trials. the objective of this requirement is to provide research and development support on an “as and when requested” basis to drdc ottawa research centre in the investigation of novel quantum sensing protocols and related areas; development of credible performance prediction theory for potential quantum sensor design that is validated with experimental data; and, the generation and processing of real data. up to three contracts may be awarded as a result of this solicitation.

Advance contract award notice (p2200294)**-**the canadian human rights commission (chrc) has a requirement for the provision of a full online training to meet its pay equity objectives mandated by the pay equity act. the purpose of this advance contract award notice (acan) is to signal the government's intention to award a contract for these services to université tÉluq, 455, rue du parvis, quebec (quebec) g1k 9h6, canada. before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this notice, by submitting a statement of capabilities during the 15 calendar day posting period. if other potential suppliers submit a statement of capabilities during the 15 calendar day posting period that meet the requirements set out in the acan, the government will proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract. if no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the acan, a contract will be awarded to the pre-selected supplier. background the canadian human rights commission (chrc) has a requirement for a turnkey online training program, in both official languages, to meet its pay equity objectives mandated by the pay equity act. the training is to be launched in 10 months with the french version completed by december 2022. the training will be self-guided, allowing participants to be autonomous in their learning process and follow the training at their own pace in the places (at work, on the road, at home...) and with the devices (computer or tablet) of their choice. the work will involve the following: a creation of a turnkey online training program for federally regulated employers that must carry out a pay equity exercise within the federal jurisdiction, as well as for anyone who wants to learn more about pay equity. the content of the online training will be based on the federal pay equity act. the english version will be created from a translation of the french version. the training will be in asynchronous mode, approximately 2 to 3 hours long, broken down into topics (that cover the entire pay equity act) such as these: home and introduction to the training understanding the objectives of the federal pay equity act setting up a pay equity committee creating job classes determining which job classes are predominantly female and which ones are predominantly male valuing the work done in each of these job classes calculating total compensation comparing compensation to determine if there are differences in compensation between male and female job classes of equal value. determining the number of payments communicating results paying salary adjustments finalizing obligations the provider will also have to host the training program on their servers, provide the use of their registration management system and technical support as the commission does not have ability to do so. the proposed contract is for a period of 10 months, from may 2, 2022 to march 31, 2023 with a one-year of hosting and usage of the registration management system (up to 2 500 registration for both versions) at an approximate cost of $6,500/year, once the training is launched. the estimated value of the contract, including the option period, is $310,068. minimum essential requirements any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements: must be a recognized canadian post-secondary institution. the training program must be completed, tested and on line by march 31, 2023. experience, a minimum of 15 years of experience in instructional design and in offering distance education; a minimum of 8 years of experience in instructional design, production and hosting of asynchronous online training; experience having created a online, turnkey training program, tested, accepted and launched for a government organization at the federal or provincial level.; experience in leading large-scale customized training projects carried out in partnership with public agencies, professional associations and private companies; experience in instructional design and online module production; experience in project management; experience in educational engineering; experience in pedagogical support in setting learning objectives, structuring content, as well as the creation and adaptation of content for the web; experience in providing support in writing content, learning activities and assessment; experience in pedagogical processing of content provided for online use; experience in linguistic revision of training contents (for the french version); experience in graphic and ergonomic adaptation of the navigation interface; experience in the graphic treatment of content; experience in the testing of the training and analysis of clients' satisfaction; experience in compliance with the wcag 2.0 requirements of accessibility; experience in quality, assurance tests (functional, content and ergonomics tests); experience in dissemination services (registration, follow-up, issue of a certificate, statistics, etc.); experience in hosting and in technical maintenance of the training to ensure its proper functioning (excluding content and functionality updates); experience in technical support for online learners. knowledge and understanding of: pay equity;
