Original Set Aside:

The US Army Corps of Engineers, Memphis District (MVM) intends to issue a purchase order to OTT Hydromet Corp., 22400 Davis Dr. STE 100, Sterling, Virginia 20164, for the purchase of twenty (20) Satlink3 Logger/Transmitters, and five (5) OTT Radar level Sensors on a sole source basis under the authority of FAR 13.106-1(b)(2). This equipment is required to maintain river gages within the Memphis District aea of responsibility. This river gage network is critical to flood fight operations and design projects within the district to ensure required information is available to carry out the district’s mission. These river gages measure river stage and discharge with a radar or pressure level system (PLS), that measurement is recorded with a data logger (Satlink 3 Logger) and is then transmitted to the OTT radar level sensors providing critical data needed for this mission This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 334519 with a Small Business Size Standard of 500 Employees. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, the Government will consider all responsible sources received by the closing date specified in this notice. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Responses to this requirement may be submitted to Leah Cobb at Leah.B.Cobb@usace.army.mil. The solicitation number shall be included in the subject line of the e-mail submission. Responses must be received no later than 5 days from the posted date of this notice.
