Original Set Aside:

The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed contract to perform safety modifications on the General Edgar Dam, a detention dam located on Dyberry Creek, a tributary of the Lackawaxen River. The project is located approximately two miles upstream (north) of the Borough of Honesdale in Wayne County, Pennsylvania. The contract work will consist of the installation of a geosynthetic liner system along the upstream face of the dam and onto its upstream berm. The liner system will be installed below the upstream armoring riprap, in contact with the embankment material and will be 400’ wide, extending from the dam crest, down the entire upstream face of the dam, and approximately 250’ onto the upstream earthen berm. The existing upstream armoring riprap will be removed, stockpiled, and material suitable for reuse will be installed following the liner installation. Solicitation will be issued on or about 16 September 2021 with a bid opening date occurring at least 30 days after the Solicitation. The period of performance will be 455 calendar days. Estimated cost range of the project is $5 - $10 Million dollars. This procurement is Full and Open competition. The NAICS Code for this project is 237990 Other Heavy and Civil Engineering Construction and the small business size standard is $39.5 Million. Solicitation documents, plans and specifications will only be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. Registration for plans and specifications should be made via FBO Internet homepage and hard copies will not be available. No written or fax requests will be accepted. It is the contractor’s responsibility to monitor FBO for any amendments. The solicitation will contain FAR 52.222-38 Compliance with Veterans’ Reporting Requirements, therefore contractors who have received a Federal Contract of $100,000.00 or greater, except as waived, must have submitted the preceding fiscal year Federal Contractor Veterans’ Employment Report (VETS-100 and/or VETS-100A Report) to be eligible for an award.
