PRESOLICITATION NOTICE For W9126G22R0051 (formally W9126G21R0028) Hammerhead Barracks Renovation, Fort Hood, Texas This is a PRESOLICITATION NOTICE. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. SOLICITATION WILL BE ISSUED ON OR ABOUT 22 NOVEMBER 2021 CONTRACT INFORMATION: This announcement is for a 2 Phase Design Build contract under FAR 36, as well as, FAR Part 15, for a Competitive Negotiation, Price-Technical Trade-Off, The U.S. Army Corps of Engineers. The Fort Worth District has been tasked to solicit for and award a project to revitalize/renovate four Hammerhead Barracks, at Fort Hood, TX. The proposed project will be a competitive, firm-fixed price, Design Build contract. The North American Industrial Classification System code is 236220, which has a size standard of $36.5 million. The contract is anticipated to be approximately awarded in April 2022. To be eligible for contract award, a firm must be registered with the System for Award Management (SAM) database. Register via the SAM Internet site at https://www.sam.gov/. No state level certifications will be accepted. This project will revitalize/renovate four existing Hammer Head Barracks B10001, B10002, B10003, and B10004 at Fort Hood, TX. Each barracks building is 3-Stories, a basement, and includes Company Operations Facilities that contain two arms vaults and chemical room (Gas Mask and similar equipment). Renovations will include: Complete renovation of first floor, Standing Seam Metal Roofs, Exterior Finishes, Interior Finishes(Walls/Ceilings/Floors), New Barracks (2nd and 3rd floors) Floor Plans (2 Bedrooms, 1 Kitchen, 1 Common Area, and 1 Bathroom), Replacement of underground chilled water piping, New HVAC Systems (DOAS, Hydronic Boilers, Fan Coil Units), Plumbing Systems, Fire Protection Systems, Lighting & Electrical Systems, Telecommunication Systems, and Site Improvements (Drainage, Roadway/Sidewalk Upgrades, Utility Upgrades: Electrical, Sanitary Sewer, Domestic Water, and Natural Gas). LEED Silver is required. PROJECT INFORMATION: Construction range is between $25,000,000.00 and $100,000,000.00. The Estimated duration of the project is 800 calendar days. This project will revitalize/renovate four existing Hammer Head Barracks B10001, B10002, B10003, and B10004 at Fort Hood, TX. LEED Silver is required. The North American Industry Classification System code for this procurement is 236220 which has a small business size standard of $39.5 Million. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting, they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement. If a large business firm is selected for this announcement, they must also comply with the FAR 52.219-9 clause regarding the requirement for an approved subcontracting plan. Should the acquisition be set-aside for the 8(a) program, 8(a) firms are reminded they need to have a bona fide office in the geographical area of consideration where the work is to be performed as determined by SBA. Prior Government contract work is not required for submitting a response to the published Solicitation. However, all construction performance must be in compliance with the USACE Safety and Health Requirements Manual, (EM 385 1-1, and must also comply with all Federal, State and local laws, ordinances, codes and/or regulations. The type of solicitation to be issued will be a Design Build RFP. Anticipated solicitation issuance date for Phase 1 is on or about November 2021, and the estimated proposal due date will be on or about January 2021. All interested firms must be registered in SAM (www.sam.gov) to be eligible for award of Government contracts. Offerors are to enter a National Institute of Standards and Technology (NIST) score in the Supplier Performance Risk System (SPRS) prior to award. The NIST score is a MANDATORY responsiveness item. Those without a NIST score in SPRS will be deemed NON-RESPONSIVE and their offers will NOT considered for award.
