Provide a professional avatar-based virtual Web-Based online environment that simulates face to face counseling, to include technical support in the design, implementation and sustainment of the virtual world environment. The solution will be used by approximately 100,000 Army transitioner’s per year and will be used at Installation Transition Centers worldwide. Solution provides server application as well as hosting services and will support the Soldier for Life Transition Assistance Program objectives. There is no hardware associated with this contract action.
