This requirement is in support of the mission of the National Oceanic and Atmospheric Administration (NOAA) National Geodetic Survey (NGS) to "define, maintain and provide access to the National Spatial Reference System to meet our nation's economic, social, and environmental needs." The requirement includes services to NOAA’s NGS to install and maintain Continuously Operating Reference Stations (CORS) that are owned and operated by NGS. CORS consists of a Global Navigation Satellite System (GNSS) antenna that is directly coupled to the ground via a monument and this antenna is connected via a cable to a GNSS receiver that collects the observed signals. The receiver in turn is connected to a power source, telecommunications device and lightning protection and grounding system. In addition to CORS support, the requirement includes services to support the design, installation, and maintenance of new synthetic aperture radar (SAR) Corner Reflectors at NGS-owned CORS stations and other various locations. These efforts will directly support calibrating and validating (cal/val) the National Aeronautics and Space Administration’s (NASA) Sentinel-1 satellite and the NASA-ISRO (Indian Space Research Organization) SAR (NISAR) satellite’s vertical velocity data for surface deformation processes. Specific tasking areas are provided in the attached draft Statement of Work and instructions for response this Sources Sought are provided in the two (2) attachments to this notice.
