MCC’s funding is appropriated by the U.S. Congress and obligated to the compact up-front, with no incremental or partial funding. So, when a contract is signed with an MCA Entity, money is already available to the MCA Entity and, for most contracts, invoices are paid directly to Consultants by the US Treasury. MCA-Morocco now invites proposals from eligible consultants for the Design of a Governance System in charge of Carrying out the National Land Strategy and its deployment. The consultancy will be carried out through a participative and consensual approach with key stakeholders and supported by international benchmarking. It will include: • The design of the coordinating entity and preparation of an action plan and tools for its implementation; • The proposal of additional mechanisms to strengthen and revitalize strategic land governance coordination among key stakeholders; • The elaboration of detailed roadmaps for all the levers of the national land strategy; • The preparation of legal texts as needed relating to the establishment and deployment of the coordinating entity as well as to strengthening land governance coordination overall among the key stakeholders. The MCA-Morocco will award a contract, of a duration of: • 14 months maximum without exceeding the date of the end of the Compact. The options provided will be activated at the sole discretion of MCA-Morocco. Bidding will be conducted through the Quality and Cost Based Selection (QCBS) procedures as specified in the MCC Program Procurement Guidelines (PPG), and is open to all eligible consultants as defined in the PPG.
