Under the authority of FAR 6.302-1(a)(2)(iii)(B) the Department of the Treasury, Bureau of the Fiscal Service, intends to make award on a sole source basis to Archetype I, LLC, 950 Herndon Parkway, Suite 410, Herndon, VA 20170-5531 for financial advisory and/or complementary financial management services for portfolio management and risk monitoring efforts of current and potential CDFI BG Program participants that encompasses CDFIs, which may be organized as either for-profit or not-for profit entities and may have a structure as a CDFI Loan Fund, or a CDFI Bank, Bank Holding Company or Credit Union. Under the direction of the CDFI Fund, the Contractor shall also work with the Master Servicer/Trustee (MS/T) selected for the BG Program, the Federal Financing Bank (FFB), the Office of Management and Budget (OMB), and other government agencies. The Contractor shall have at least three (3) years of experience in enterprise-level or corporate-level underwriting, portfolio management and compliance monitoring framework development, and have direct knowledge of the CDFI Industry, financial institutions, Federal Credit program administration, non-profit accounting principles, FCRA, OMB Circular A-129 and federal credit risk management requirements, and business process development. The Bureau of the Fiscal Service will consider written responses received no later than 2:00 PM ET on December 2, 2021. Responses must include sufficient evidence that clearly shows the vendor is capable of providing the requested services. If no written response is received that clearly demonstrates an ability to meet all requirements, is more advantageous to the Government, and is received by the aforementioned deadline, the Bureau of the Fiscal Service shall make award on a sole source basis to Archetype. NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted. Qualified contractors must provide the following: The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, HubZone, etc.) based on NAICS Code 541611, size standard is average annual gross revenues of $16.5 Million or less for the preceding three fiscal years. Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses Whether your services are available through a Government contract vehicle or Open Market. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers your company currently provides these products/services for. Contractors should provide their DUNS, if applicable. Responses to this request must be submitted no later than 2:00 PM ET on December 2, 2021 and must be submitted electronically to purchasing@fiscal.treasury.gov. Responding vendors shall reference SS-FSA-22-017, Attn: EJH/TRA. All firms responding to this notice are advised that their response is not a request that will be considered for contract award.
