Description:
This is a pre-solicitation notice for MCC’s Cross-Cutting Program Support (CCPS) requirement in support of the Solomon Islands Threshold Program (THP). The objective of this special notice is to facilitate an opportunity for industry to provide feedback on the updated draft Scope of Work (SOW), and to solicit responses to questions prepared by MCC regarding this requirement (see below). Interested parties should note that the SOW has been updated since the May 6, 2021 notice. The attached document dated November 2021 reflects a revised SOW which includes multiple additional task areas that are separate and distinct, but are also interrelated and cut across both projects under the THP (Accessing Land for Tourism Investment Facilitation (ALTIF) and the Forest Value Enhancement Project (FoVEP)). MCC is in the final stages of updating this SOW and welcomes industry feedback to improve the clarity of the requirements and ensure effective implementation under the eventual contract. The SOW revisions can be summarized as follows: The programmatic activity related to Communications has been significantly expanded. An optional activity related to disbursement of Blended Finance funding has been added. Additional clarification has been provided related to technical assistance under the Facilitated Governance Reform (FGR) activity of the ALTIF project. Please review the attached SOW and the following MCC questions for industry. Provide all responses, comments, and clarification questions to both POCs listed below at your earliest convenience, no later than 2:00PM EST, December 15, 2021. MCC questions for industry: The revised SOW includes an optional task for Blended Finance funding administration. Does inclusion of this optional task in the SOW affect your level of interest in this procurement opportunity? If MCC exercises this option, are you confident in your ability to implement this optional task given the information provided? Are there any aspects of the SOW that you would advise to be broken out into a separate procurement, and if so, why? In Section F of the SOW, MCC noted a preference for a 30-45 day mobilization period for the contractor. In other words, MCC would expect Honiara-based contractor staff to be physically located in Honiara and to begin work on the Program within 30-45 days of the contract being awarded. Is this amount of mobilization time reasonable given the SOW? *PROGRAM STATUS UPDATE: As of November 2021, MCC has completed negotiations of the Threshold Program Grant Agreement with the Government of Solomon Islands. MCC anticipates signing the Grant Agreement in December 2021 and expects to launch this CCPS procurement in early calendar year 2022. MCC anticipates the contract to be awarded in/around June 2022.
