AMENDMENT 1 - Please see the revised solicitation attached as well as the Question and Answers Document to potential offerors. The USAID Bureau for Humanitarian Assistance (BHA) is seeking to build upon lessons and momentum achieved through its previously funded Food Assistance Quality Review (FAQR) awards. This effort will require continual learning, dissemination of accrued knowledge, corresponding adjustment, an adaptation of food assistance that will require ongoing attention and commitment. Three generations of FAQR awards have contributed meaningfully to the delivery of food assistance and the continuous refinement of USAID/BHA programs to meet the nutritional needs of affected populations through improvements and innovations in products and processes. The Research and Innovation for Sustainable, Evidence-based Nutrition (RISEN) award will re-emphasize the programming aspects of food assistance-driven nutrition programs while focusing on product innovation and process improvement. RISEN will assist USAID in coordinating disparate humanitarian, development, and private sector stakeholders across varied technical domains related to food assistance. RISEN will be leveraged to generate novel evidence, fill gaps in our collective understanding in the use of food assistance to improve nutrition outcomes, and improve the uptake and utilization of research and evidence to broadly improve the relative value of investment in research in this and related areas.
