Original Set Aside:

The Naval Surface Warfare Center Indian Head Division (NSWC IHD), Indian Head, Maryland intends to award a Sole Source, Cost Plus Fixed Fee (CPFF) contract under statutory authority 10 U.S.C 2304(c) (1) as implemented by FAR 6.302-2 entitled "Only one responsible source". The requiring activity is Naval Surface Warfare Center, Indian Head Division (NSWC IHD). This contract will be awarded to ROH, Inc. (ROH), 2711 Jefferson Davis Highway, Suite 300, Arlington, VA 22202, to continue to provide professional and administrative support for the Director of Ocean Engineering, Supervisor of Salvage and Diving (SUPSALV). The work will be completed via the issuance of task assignments for support that encompasses SUPSALV program management and worldwide operations, including salvage, diving, oil spill response, underwater ship husbandry, towing and heavy lift. This notice is not a request for proposals. This action will result in a "bridge" contract which is necessary for continuity of critical professional support services until a competitive contract is awarded. The resultant contract will have a period of performance of a six (6) month base period plus an option for an additional six (6) months. Any information received as a result of this notice will be considered solely for enhancing competition in a future competitive procurement. The government will not pay for information submitted.
