Description:
NASA/Johnson Space Center (JSC) has a requirement for Artemis Network Validation and Integration Laboratory (ANVIL) Hardware. Please see the attached Statement of Work for details. NASA/ Johnson Space Center intends to issue a sole source contract to acquire the items from TTTECH NORTH AMERICA, INC. under statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. There is a limited number of the other Time-Triggered Ethernet (TTE) products, and the hardware and development suite in this procurement is a proprietary technology directly compatible with and required for previously procured hardware and software from TTTech. If awarded to any other source, it would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Bermuda Brittingham (bermuda.a.brittingham@nasa.gov) and Yushu Mao (yushu.mao@nasa.gov) not later than 4:30 p.m. CDT on November 5, 2021. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
