Description:
Naval Criminal Investigative Service (NCIS), Acquisitions Division, Code 14B, Russell Knox Building, 27130 Telegraph Road, Quantico, Virginia 22134 is seeking sources and conducting market research to determine the availability and technical capability of businesses, large and small (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. In support of investigations and criminal case preparation, agents with the Naval Criminal Investigation Service (NCIS) must transcribe audio and video recordings on a routine basis. Currently, agents manually compose transcription documentation individually as needed. This generally entails repeated listening and viewing and physical production of the conversation contents as a separate standalone script. The level of effort is substantial as recordings often times must be reviewed several times in order to develop meaningful notes that adequately call out and time mark data points of relevance. Even with experienced personnel, the style, quality, focus, and accuracy of such transcripts, are still highly inconsistent. For prior cases with significant transcription requirements, contracted efforts were made at great expense and with unacceptable delays in processing. In pursuit of cost, man power and time savings, NCIS desires to leverage current Microsoft technology offerings to automate the transcription process. REQUIRED CAPABILITIES: NCIS requires an automated software solution and process to assist with voice transcription of audio and video files. This capability is required to support approximately 1200 field agents located across the globe on land and at sea. The intent is for each agent to be able to efficiently leverage spoken word to text capabilities from their desk to create a text transcript of dialogue captured on a source file. With the text in hand, agents will be able to more efficiently and effectively focus, and direct the focus of others, towards areas of relevance within the file. This capability will save significant man hours and will improve the quality of evidence notation for virtually all NCIS mission areas.
