Description:
The Space Development Agency (SDA) is issuing this solicitation to establish the foundation ground operations and integration segment for Tranche 1 (T1), the Initial Warfighting Capability Tranche, of the National Defense Space Architecture (NDSA). The NDSA’s operational utility is predicated on the availability of a ubiquitous data and communications Transport Layer provided by a proliferated constellation of relatively small, mass-producible space vehicles (SVs) in low Earth orbit (LEO). The Tranche 1 Transport Layer (T1TL) SVs will be similar to those currently under development for the Tranche 0 Transport Layer with targeted technology enhancements, mission-focused payload configurations, increased integration, and greater production efficiencies. The T1TL will provide global communications access and deliver persistent regional encrypted connectivity in support of Warfighter missions around the globe by serving as the backbone for Combined Joint All Domain Command and Control (CJADC2) built upon low-latency data transport, sensor-to-shooter connectivity, and direct-to-weapon connectivity. The SDA is seeking Operations and Integration (O&I) support for the T1TL constellation as well as future capability layers and tranches from two redundant, geographically separated, and potentially government owned and Contractor operated (GOCO) operation centers. The Contractor will demonstrate the capabilities to manage, operate, maintain, and provide logistical and general support for the T1 O&I. The expectation is for the T1 O&I Contractor to provide the personnel, tools, materials, and other items necessary to perform the Operations and Integration Statement of Work (SOW) requirements on a 24-hours-a-day, 7-days-a-week (24/7) basis year-round. This level of support will generate a common operational picture of the NDSA by actively monitoring the network and mission systems. The Period of Performance (PoP) is a potential total of 5 years, with a base period of 2 years of Operations and Sustainment after operational acceptance and 3 one-year options.
