THIS IS NOT A SOLCITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS REQUEST FOR INFORMATION (RFI) FROM INDUSTRY. This RFI is not to be construed as a commitment by the Government to issue a solicitation, or ultimately award a contract. No reimbursement will be made for any costs associated with providing information in response to this RFI or any follow up information requests. The anticipated North American Industry Classification System (NAICS) code for this project is 236220. The anticipated magnitude of this construction project is more than $10,000,000.00. The Air Force Life Cycle Management Center , Operational Contracting Division – Hanscom Air Force Base Operating Location (AFLCMC-Hanscom OL) is making available their updated Draft MXRD 18-0040 Repair (Sustain) Central Plant at Hanscom Air Force Base, MA Statement of Work and Draft Specifications for industry review and feedback. AFLCMC-Hanscom OL invites interested prime Contractors to provide questions and comments regarding the clarity and completeness of the draft requirements, as well as, but not limited to, questions of a technical nature that may be unclear, proposed NAICS Code, etc. The Government is asssessing whether a 100% Small Business Set-aside is appropriate for this project and welcomes industry feedback on the matter. The intent of this Design/Build construction project is to repair (sustain) the Central Plant at Hanscom AFB. The Hanscom AFB Central Plant was originally built in 1954 and requires major repairs and renovations in order to ensure safe and efficient operation for the next 25 years. The general scope of this prospective project includes, but is not limited to, replacement of a boiler; replacement of an electric chiller with an absorption chiller; repairs, replacement, and modernization of the mechanical and electrical infrastructure, controls, and equipment; repairs and upgrades to plant architectural elements; new catwalks; abatement of hazardous materials; repairs to existing metal stacks; replacement of existing generator; installation of a new Uninterruptable Power Supply (UPS) panel; conversion to use #2 fuel oil; upgrades to cooling tower hydraulics; improvements to plant piping systems; construction of a freight elevator enclosure; as well as, other repairs, upgrades, and safety improvements.
