Original Set Aside:

This is a Sources Sought notice; issued for planning purposes only; and no award shall be made from this posting. The U.S. Army Corps of Engineers (USACE), St. Paul District is seeking interested sources capable of providing all labor, material, and equipment necessary to meet the requirements for the Lock and Dam No. 4 Lower Guide Wall End Cell project. Scope of work is to construct a pile founded, concrete tremie filled 35 ft diameter sheet pile cell adjacent to the downstream end of the lower guide wall at Lock and Dam No. 4 in Alma, WI. Designed as an independent structure, the main function of this end cell is to protect the existing guide wall from further distresses, no loads will be transferred from the end cell to the existing guide wall structure. For creating a smooth and flush riverward and landward transition, two precast structural wall panels will be installed, one (1) along the riverward vertical face and the other (1) along the landward vertical face, between the existing guide wall structure and newly constructed end cell. The existing gage house is founded separately from the existing guide wall. Therefore, this wall portion will be incorporated and supported by the end cell. The 35 ft diameter steel sheet piling cell will act as stay in place formwork for the tremie filled concrete. A Thermal Analysis will be required for approved prior to the placement of concrete. If construction is to take place during the navigation season a helper boat will also be required. The anticipated magnitude of this project will be between $1.0 Million and $5.0 Million. It is anticipated that this project will be solicited in or around June 2022. All dates are tentative and for planning purposes only. The North American Industry Classification System (NAICS) code for this project would be 237990; Other Heavy and Civil Engineering Construction with a size standard of $39.5 Million. Information submitted will be used in determining an acquisition strategy. It is requested that your firm provide adequate detailed information for the Government to determine, without doubt, that your firm is capable of providing the required products/services. In order for your response to this sources sought to be considered in the planning process, we ask that you provide all of the following: A capability statement expressing your firm's interest in this requirement, describing your company and its capability to provide the products in a timely fashion. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. Please include your firm’s bonding capacity. A statement of your firm's business size and type with regards to the NAICS code listed above. If your firm falls into one of the sub-category small businesses, e.g. HUBZone or Service-Disabled Veteran Owned, please provide that information as well. CAGE Code and DUNS number (for your firm and any potential subcontractors or partners). Submit this information to Mr. Scott Hendrix, Contract Specialist, via email to Scott.E.Hendrix@usace.army.mil. In order to be considered, your response to this notice must be received on or before 1:00 PM (local time) on November 9, 2021. This sources-sought announcement is used to identify concerns with the capability to provide these items. This is not a solicitation and no specifications or plans are available at this time.
