Description:
This announcement, dated 19 November 2021, serves to satisfy the presolicitation notice requirements of FAR 5.201 and FAR 5.203. The Naval Air Systems Command (NAVAIR) intends to issue a Request for Proposal (RFP), N0001920R0071, for the procurement of the Multi-Engine Training System (METS) aircraft. NAVAIR anticipates the award of a single firm fixed price contract from the issuance of this full and open competition solicitation. Contract award is anticipated in the 1st Quarter of Government Fiscal Year 2023. NAVAIR has previously posted information to industry regarding the METS requirement on sam.gov with reference to solicitation number N6134019R0018 on 23 May 2019 followed by several subsequent amendments. NAVAIR updated the solicitation number and posted information to industry regarding the METS requirement on sam.gov with reference to the new solicitation number N0001920R0071 via a special notice on 26 May 2020 and subsequent amendments. These postings are considered exchanges with industry before receipt of proposals as defined in FAR 15.201(c), and include the DRAFT RFP, industry questions and answers, and other relevant information as it pertains to the METS requirement. The final RFP, including all solicitation requirements, will supersede all previously posted DRAFT documents, to include industry questions and Government answers in their entirety. The Government intends to release the Formal RFP no earlier than 01 December 2021. THIS PRESOLICITATION NOTICE IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION, NOR WILL THE GOVERNMENT BE LIABLE FOR COSTS INVOLVED IN SUBMISSION OF INFORMATION IN RESPONSE TO THIS NOTICE. Hardcopies of the solicitation will not be provided. Interested parties are encouraged to monitor sam.gov for the release of the referenced solicitation, which will serve as the formal electronic transmission method of the solicitation. The Government DOES NOT intend to conduct another pre-proposal/industry day conference for this acquisition.
