Announcement: OIL Open House and PNT Modernization Update Purpose: The Open Innovation Lab (OIL) Open House and Positioning, Navigation, and Timing (PNT) Modernization Update is an informative program update to industry, academia and other government partners. The event will detail the winners from the PNT CMOSS PlugFest, accomplishments, and future events at the OIL. In celebration of the OIL’s one year anniversary, Industry is invited to visit the OIL for an update, and afterwards, collaborate with government stakeholders. Format: 07 December 2021, 1300-1500, at the Open Innovation Lab, 30 People Max Participation (2 per Organization – first come, first serve); alternatively, virtually hosted through Microsoft Teams (first hour only; second hour collaboration/networking) Background: The Product Manager PNT Modernization office’s Open Innovation Lab (OIL) is a collaborative space that accelerates discovery, development, and integration of incremental & disruptive advanced PNT technologies to optimize the Army’s capabilities. The OIL is a cost effective, time efficient and valuable resource for industry, academia, government and non-traditional vendors to engage directly with government stakeholders. Candid feedback is provided by government stakeholders to help better align technologies to the Army’s mission focus areas. In a mere year, the OIL has proven its ability to help vendors meet with government stakeholders quickly and reduce risk in developing and aligning capabilities to the Army’s standards. Through technical exchanges, demonstrations and feedback, vendors have had the ability to verify and validate standard compliance to ensure their capabilities are aligned and optimized for the Army. COVID Guidance for those Attending In-Person: Per the guidance, DoD contractor personnel and visitors to DoD Facilities must attest to being fully vaccinated and, if not fully vaccinated, present the results of a negative COVID-19 test within 72 hours of the date of visit as a condition of physical access to DoD buildings and DoD-leased spaces in non-DoD buildings in which official DoD business takes place (referred to jointly in this memorandum as "DoD facilities"). Key requirements include: DoD Contractor personnel and visiting personnel to the DoD facility will complete the DD Form 3150. Visiting DoD personnel must maintain a current completed DD Form 3150, and show it to authorized DoD personnel upon request. Failure to complete the DD Form 3150 may result in denying visiting DoD personnel access to the DoD Facility. Individuals who are not fully vaccinated or who decline to provide information about their vaccination status, are limited to mission-critical official travel. “Mission-critical” will be determined by the Secretary of the Army. Contractor employees should consult with their company representative if there are any questions regarding the applicability of Executive Order 14042.
