Description:
CANCELLATION Pursuant to 36 CFR § 51.11, which provides for cancellation of a solicitation if the Director of the National Park Service (NPS) determines such action is appropriate in the public interest, the NPS is cancelling the concession contract solicitation for marina services at Columbia Island Marina, and Washington Sailing Marina (CC-GWMP005-20). The NPS will conduct further planning and analysis of the services and intends to announce a new solicitation as soon as possible. The National Park Service (NPS) will issue a Prospectus soliciting proposals for the award of a Concession Contract to provide Marina, Food and Beverage, Retail, Sailing Instruction, and other services within George Washington Memorial Parkway located at Columbia Island Sailing Marina and Washington Sailing Marina. The Prospectus explains the business opportunity and the terms and conditions under which the NPS will award the Concession Contract. The Service has determined that the existing Concessioner is not a Preferred Offeror for the Draft Contract pursuant to the terms of 36 C.F.R. Part 51. The Service will host a site visit for parties interested in bidding on this opportunity on Wednesday, October 2, 2019. The site visit will provide an overview of the concession operation, along with a tour of the Concession Facilities associated with the Draft Contract. Attendance requires a mandatory RSVP to receive the specific information on when and where to meet for the site visit. There will be a limit of three people per interested party. Anyone desiring to attend the site visit must send an email to NCR Chief of Business Services, Chad Tinney, at chad_tinney@nps.gov no later than Tuesday, October 1, 2019 at 4:00 pm EST. All RSVP emails must include your name, email address, phone number, and the name of your organization or interested party being represented. Questions related to this Prospectus must be sent via email by Wednesday, October 9, 2019 to Chad Tinney, Chief of Concessions at the email address below. If you plan to submit a proposal to this solicitation, you must notify Chad Tinney via email (chad_tinney@nps.gov) no later than 4:00 p.m. EST on Monday, December 2, 2019. The Service will not accept proposals from entities that do not provide Notice of Intent to Propose on or before December 2, 2019. Any proposal, including that of the existing concessioner, must be received by the Chief of Concessions, National Capital Region, National Park Service, 1100 Ohio Drive, Washington, DC 20242 by 4:00 p.m. EST by, Monday, December 30, 2019 in order to be evaluated and considered for award of the Concession Contract. Amendment #2 The National Park Service ("Service") amends the GWMP005-20 prospectus as follows: • Change the due date for solicitation offers from December 30, 2019 to February 7, 2020. • Provide Service Responses to Offeror’s Questions on Solicitation and associated amendments to the prospectus documents.
