***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, OAR HQ, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Interactive Communications Solutions Group to provide Articulate 360 Teams Software Licenses for use by NWS Office of the Chief Learning Officer (OCLO) staff to develop/maintain online training modules for NWS employees. ***The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA) National Weather Service Office of the CLO’s extensive use of Articulate 360 software to develop online training for National Weather Service employees. This software is utilized to easily create training modules from PowerPoint, incorporate other development tools, add links to websites in the training, and attach resources to the training. Articulate 360 is easy to use (no coding required) and allows for easier interactions with subject matter experts because it is based on software (MS PowerPoint) that is available across the NWS. Multiple online training modules have been created in Articulate 360 that can only be edited by Articulate Studio (which is part of Articulate 360 software package). New training modules can be integrated with previous ones, but integration requires the editing capabilities of Articulate Studio. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 7 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
