***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, Great Lakes Environmental Research Laboratory (GLERL), intends to negotiation, on a sole source basis, under authority of FAR 13.106-1(b)(1), with W.W. Williams Company LLC to provide two new Commercial Marine rated diesel engine, Tier III emission certified. ***The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA) requirement that W.W. Williams Company is the only vendor that can provide these engines since they are the only authorized John Deere distributer for the Muskegon Michigan area. No other make and model met all physical requirements besides the John Deere the JD 6135ASM85 and TD MGX5126A package. The specified make/model is also the only one acceptable due to the engineering and platform constraints. These engines will replace the existing engines, gears and controls on the R5501 research vessel and therefore must meet all fit and functions for capability within this vessel. No refurbished equipment is acceptable. Delivery of these engines are requested by 2/1/2022 to the Lake Michigan Field Station in Muskegon, MI. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
