Original Set Aside:

USU intends to award a sole-source, firm-fixed-price contract to Elsevier B.V. for subscriptions for published electronic journals to include ScienceDirect Complete Freedom Collection, Cell Press Collection, Clinics Collection, and Embase - Elsevier Limited for a base year plus four (4) option years. USU’s Learning Resource Center requires the Elsevier Subscription as a continued resource for patient care, research, and continuing education. Medical journals consist of a unique set of articles published and copyrighted by a sole publisher; in order to access these resources, a subscription must be obtained. Market Research illustrates that Elsevier B.V. is the sole supplier of the Elsevier Subscription to include ScienceDirect Complete Freedom Collection, Cell Press Collection, Clinics Collection, and Embase - Elsevier Limited. This requirement will be procured in accordance with the procedures of FAR Part 13.106-1(b)(1)(i).
