This Notice of Intent is to clarify that the Sole Source Award will be authorized by FAR part 13.5. THIS IS NOT A REQUEST FOR BIDS, QUOTES OR PROPOSALS. At this time no solicitation exists. This notification is being posted for information purposes only. This procurement action is to award a sole source, four month supply contract to Maryland Chemical for the supply and delivery of 50% sodium hydroxide solution aka caustic soda. The Government intends to award the sole source contract under the authority of FAR part 13.5. The 50% sodium hydroxide solution shall perform as an ingredient in water-based wiping solution for the BEP’s intaglio printing presses. BEP does not possess the required capabilities in terms of labor, machinery or materials to produce the 50% sodium hydroxide solution. Therefore, the Government has determined the need to search for outside sources to procure the 50% sodium hydroxide solution. The Bureau of Engraving and Printing (BEP) intends to sole-source this requirement and award a contract to Maryland Chemical, 3310 Childs Street, Baltimore MD 21226. The applicable North American Classification Code (NAICS) is 325199, All Other Basic Organic Chemical Manufacturing. This Notice of Intent is NOT a request for competitive quotes. If you feel that your firm / company can provide the 50% sodium hydroxide solution listed in the attachment A and the capability to deliver the 50% sodium hydroxide solution, please respond by 5:00 PM EST, November 30th, 2021. The decision not to compete this requirement is within the discretion of the Government.
