PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a sole source, fixed price Blanket Purchase Agreement (BPA) with a base year and 4 option years, with Rothenbuhler Engineering Co., 524 Rhodes Rd. Sedro Wooley, Washington 98284. The purpose of the BPA is for battery replacement and factory upgrades for Rothenbuhler remote firing devices. BPA is not to exceed 20,000 per year. The FBI’s Critical Incident Response Group (CIRG) currently use Rothenbuhler Remote firing Devices that are use at the school in training public safety and special agent bomb technicians. These remote firing devices are used regularly and are required to be repaired. The specific characteristics of the Rothenbuhler Remote Firing Devices that limit the availability to a sole source are that Rothenbuhler Engineering is the manufacturer and the services performed are proprietary and shall be maintained by the manufacturer to safeguard the integrity and function of the devices. Based on market research, and Government end-users, it has been determined that Rothenbuhler Engineering Co. is the only vendor that can service the Rothenbuhler Remote Firing Devices. Rothenbuhler Engineering is the sole manufacturer and the only authorized vendor to repair and service required products. This notice will be distributed solely through the Official U.S. Government System for Contract Opportunities Website, SAM.gov. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition. The FBI intends to negotiate with only one source under the authority of FAR 13.106-1(b). This notice of intent is not a request for competitive quotations; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All capability statements or quotes shall include an OEM Authorized Reseller and Service Provider letter or certificate and submitted to the Contract Specialist, Cynthia Mettlen by email. Submissions received omitting the OEM Authorization letter or certificate will not be considered. The email address is cmettlen@fbi.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Sole source justification available upon request. All responses to this intent to sole source are due to the contracting officer by 05:00 PM EST on November 30, 2021.
