Original Set Aside:

The Naval Air Systems Command (NAVAIR), Unmanned Carrier Aviation Program Office (PMA-268), intends to enter into sole source negotiations and subsequently award a Firm Fixed Price (FFP) Delivery Order (DO) under Basic Ordering Agreement (BOA) N00019-21-G-0006 to The Boeing Company (Boeing). The anticipated contract provides for the performance of Production Readiness Reviews (PRRs) and Manufacturing Readiness Levels (MRLs) in support of the MQ-25A Stingray LRIP decision. The work performed under this effort consists of Boeing support of PRRs and Incremental PRRs with suppliers, Technical Interchange Meetings (TIMs), and the Government executive Review Board. This contract is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other services will satisfy agency requirements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. The Boeing Company is the sole designer, developer and manufacturer of the MQ-25A Stingray. The Boeing Company alone has the requisite knowledge, technical expertise, production tooling facilities and technical data necessary to meet this requirement. Accordingly, The Boeing Company is the only known qualified, responsible source that can fulfill the requirements specified herein. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a delivery order for the effort mentioned above.
