Description:
NASA/GSFC has a requirement for the coordination of activities of the International Very Long Baseline Interferometry (VLBI) Service for Geodesy and Astrometry (IVS) Coordinating Center, coordination of the VLBI observing sessions of the CORE Operation Center, VLBI data processing and analysis, VLBI research and development, and VLBI software development support. NASA/GSFC intends to issue a sole source contract to acquire these services from NVI, Inc. following the authority provided in 10 U.S.C. 2304(c) and in accordance with FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Joel Rivera and Joel.Rivera@nasa.gov no later than 12:00 pm eastern standard time on December 17, 2021. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
