Description:
The purpose of this notice is to inform interested parties that Naval Air Systems Command (NAVAIR) intends to negotiate and award a follow-on contract to contract N00019-19-C-0085 Engineering Support Services (ESS) for Tactical Tomahawk All-Up-Round (TACTOM AUR) F415-WR-400 (WJ38-7) Engine and its Variants. Efforts for this follow-on contract will include systems engineering and logistics support for emergent tasks which include: engineering studies related to the F415-WR-400 (WJ38-7) engine and its application as part of the Tomahawk missile. Efforts include engine reliability tests and analyses; engine bearing reliability tests and analyses; aging studies; delivery and analysis of historical engine data; engine familiarization training; and procurement of Tomahawk Block IV/V engines to support reliability and future qualification testing. The award of this effort is expected in the first quarter of fiscal year 22 and will have a Period of Performance (POP) of 24 months. NAVAIR intends to award this effort to the incumbent, Williams International (WI), 2000 Centerpoint Pkwy, Pontiac, MI 48341 USA. WI is the original equipment manufacturer (OEM) and owns the data rights for the F415 engine. Therefore, WI is the only known source that possesses the required technical knowledge, data, facilities required to assist in engine related studies and expertise required to successfully provide these supplies and services in an accurate and timely manner to meet the required Government schedule for continued Fleet support of this critical war-fighting capability without duplication of costs. All responsible sources may submit a capability statement, which will be considered by the agency. The data associated with the Engine is export controlled and is not available to foreign sources or representatives.
