Original Set Aside:

The Naval Air Systems Command (NAVAIR) Patuxent River, MD anticipates issuing an order under an existing BOA (N0001921G0012) for the procurement of Non-Recurring Engineering (NRE) necessary to increase the fatigue life of AH-1Z and UH-1Y Helicopter Fuselage and its associated sub-components. This effort includes design engineering, manufacturing, manufacturing engineering, logistics efforts, as well as fabricating six (6) (three per platform) retrofit kits for the AH-1Z and UH-1Y. A cost plus fixed fee price order is being contemplated with an estimated period of performance of 2 years. This action will be negotiated and awarded on a sole source basis with Bell Helicopter Textron Inc. (BHTI), Fort Worth, Texas, in accordance with FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” BHTI is the only qualified source which possesses the detailed knowledge of the H-1 aircraft and components to increase the fatigue life of the Fuselage, and NAVAIR does not have the TDP or the models/drawings in order to make these proposed changes to the aircraft.
