Description:
The Naval Air Systems Command (NAVAIR) and Defense Contract Administration Agency (DCMA) intend to negotiate and award delivery orders under Basic Ordering Agreement (BOA) N00019-21-G-0006 on a sole source basis from 01 November 2021 through 31 January 2022 to The Boeing Company, 6200 JS McDonnell Blvd, St. Louis, MO 63134-1939. Delivery orders placed under this BOA will provide for the procurement of spares, repairs, and integrated logistics and engineering sustainment support for Harpoon/SLAM-ER All-Up-Round (AUR) missiles, United States Navy (USN) combatant ship integration support, P-8A and F-18 test support, introduction of the Harpoon Block II+ missile into the USN fleet, development of Harpoon-compatible Common Munitions Bit Reprogramming Equipment software, support equipment for various Foreign Military Sales (FMS) countries and the Legacy Harpoon weapons system program, Harpoon missile Launch Control Systems, efforts required for encapsulated Harpoons, and efforts associated with the development of new capabilities such as the Harpoon Extended Range version. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Please copy NAVAIR on any capability statements provided to Boeing to the attention of Megan Ryce (megan.e.ryce.civ@us.navy.mil). This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Boeing Company is the sole designer, developer, manufacturer and integrator of the Harpoon/SLAM-ER Weapon System and its related equipment. The Boeing Company alone has the technical data, experience, requisite knowledge, technical expertise, special skills and facilities required to provide the services anticipated under these orders. The Boeing Company is the sole owner of technical data for Harpoon/SLAM-ER and therefore is the only responsible source that can meet the Government's requirement. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above.
