Original Set Aside:

The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD intends to issue a sole source Cost-Plus-Fixed-Fee (CPFF) Delivery Order under Basic Ordering Agreement (BOA) Contract N00019-20-G-0005 to Northrop Grumman Systems Corporation (NGSC), San Diego, CA. This contract action will require performance of flight testing with artificial ice shapes and engineering data analysis/model correlation to certify the MQ-4C Triton aircraft to transition through icing conditions. This effort will be procured as a base line item for flight testing and initial analysis with an option line item for the further analysis and model correlation. This delivery order has an anticipated award date of July 2022. As the sole designer, developer, manufacturer, and integrator of the MQ-4C Triton UAS, NGSC is the only source that possesses the engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, and operational characteristics of the MQ-4C UAS required to perform the necessary efforts within the required timeframes and without substantial duplication of costs. No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government’s requirements. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, “Only one Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements”. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice.
