Original Set Aside:

This is a notice of intent to sole source a contract under the authority of FAR 13.106-1(b)(2), only one source being available to meet the Government s need. The contract will be for a one (1) year ordering period. The North American Industrial Classification System (NAICS) code for this procurement is 532283 - Home Health Equipment Rental, with a small busines size standard of $35M. The FSC/PSC is 6515 - Medical and Surgical Instruments, Equipment, and Supplies. The Department of Veterans Affairs intends to solicit and award a sole source contract to provide home oxygen supplies and services to the VA Central California Health Care System to APRIA HEALTHCARE LLC, 26220 Enterprise Ct, Lake Forest, CA, 92630. The contractor shall provide all required supplies, materials, labor, supervision, transportation, patient education, safety management, and infection control. The service supports the Prosthetic and Sensory Aid Service (PSAS). The current contract expires November 30th, 2021, and services are still required. This bridge contract will ensure services are provided for an ordering period of one year to continue services if necessary, preventing the loss of critical services prior to an award of a long-term contract. At this time, APRIA HEALTHCARE LLC, is the only firm capable of providing the necessary supplies and services described in Section 3 in a timely manner, without the Veterans Health Administration experiencing unacceptable or severe delays in fulfilling its requirements. Any responsible source that feels it is capable in performing this requirement may submit a quote in accordance with the attached statement of work and describe and/or submit documentation to support your capabilities, including accreditation from the Joint Commission on Accreditation of Healthcare. The response will be considered by the agency. Responses should be submitted to Victoria Torres at Victoria.Torres@va.gov no later than November 22, 2021 at 10:00 AM PST to be considered. If no responses are received, the Government will continue with its sole source procurement, and a sole source Request for Quote will be published to contract opportunities in accordance with FAR 5.102.
