Original Set Aside:

The Government intends to make a sole award firm-fixed-price contract in accordance with 819.7007 pursuant to 38 U.S.C 8127(b) and FAR 6.302-5 Authorized or Required by Statute. The intended source is Stratton Securities, Inc, 2 Park Lane, Hilton Head Island, SC 29928. A determination that only one SDVOSB can meet the requirement is not required. However, in accordance with FAR 6.302(c)(2)(ii), contracts awarded using this authority shall be supported by a written justification and approval described in FAR 6.303 and 6.304, as applicable, the justification will be posted within fourteen (14) days after contract award. All capability statements received by the closing date of this synopsis will be considered by the government. A determination by the government not to compete based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for offers. Capable Vendor All capable vendors must have experience and/or past performance providing a Carl Zeiss Lumera 700 System (Ceiling Mounted) and also be able to provide an Authorized Distributor Memo issued by the manufacturer. The vendor shall be compliant with VAAR 852.219-74 – Limitations on Subcontracting-Monitoring and Compliance, simply stating you will be compliant is not demonstrating compliance. All the above information should be included in the vendors capability in response to this notice. Description The associated North American Industrial Classification System (NAICS) code for this procurement is 334510 - Electromedical and Electrotherapeutic Apparatus Manufacturing, with a small business size standard of 1,250 Employees. The Network Contracting Office 7 is seeking to Carl Zeiss Lumera 700 System (Ceiling Mounted) for the Birmingham Veterans Affairs (VA) Medical Center. All capability statements received by the closing date of this synopsis will be considered by the government. A determination by the government not to compete based on responses to this notice is solely within the discretion of the government. The Birmingham VA Medical Center, (VISN 7) intends to issue a sole source to PROAIM America’s, LLC., Ellisville, MO 36011 to supply the Carl Zeiss Lumera 700 System (Ceiling Mounted), for use in the operating room and will be will utilized by all ophthalmic specialty departments. Market research was conducted by doing an internet search for the Lumera 700 System. Due to the proprietary nature of the microscope and accessories available through PROAIM America’s, LLC., this is a sole source request.
