Notice of Intent Refurbish Caribou Collars This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS) intends to award a purchase order to Vectronic Aerospace, Inc, Coralville, IA in order to refurbish 30 caribou video camera collars for a research project evaluating the influence of weather, habitat conditions, and insect harassment on the behavior, movement, distribution and demography of the Porcupine Caribou Herd (PCH). The only way to collect this information is with GPS video camera collars, that can non-invasively record information about caribou behavior and habitat conditions, while collecting detailed location information. Specifically, collars need to be able to collect a short video clip every ~20 minutes throughout the summer, and then reliably drop-off, so that the data can be successfully retrieved. Collars were purchased from Vectronic Aerospace who specializes in the design and manufacture of wildlife GPS camera collars and offer the most advanced and reliable camera collar products on the market. The camera collars have already been purchased from Vectronics, but they need to be refurbished so they can be successfully redeployed in the field to collect additional data. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. Vectronic Aerospace is, to the USGS' knowledge, the only source who can refurbish their own proprietary equipment. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 334419 Other Electronic Component Manufacturing. Responses or inquiries shall only be accepted through electronic mail addressed to dallan-loucks@usgs.gov and must be uploaded and received in their entirety no later than 11/26/2021 1500ES. Responses submitted by hardcopy shall not be accepted or considered.
