THIS IS A PRE-SOLICITATION NOTICE SYNOPSIZING AN UPCOMING COMPETITIVE SOLICITATION SATISFYING THE REQUIREMENTS OF FAR 5.201 AND 5.203 AN INVITATION FOR BIDS WILL BE POSTED ON OR ABOUT OCTOBER 4, 2021 Boiler Plant Upgrades, Bath VA Medical Center Procurement Number: 36C24221B0071 Project Number: 528A6-20-609 The Bath VA Medical Center (VAMC) will be posting a solicitation to provide all labor, materials, tools, equipment, and supervision necessary to perform work under project number 528A6-20-609 titled Boiler Plant Upgrades. The project will consist of two (2) separate tasks. Contractor is to provide a lump sum bid for each task. Contract will be awarded to the contractor whose sum of both tasks is the lowest. Upon award of contract, Contractor is to issue a submittal for each of the components in the assigned tasks. All work to be completed within 120 days of contract award. TASK 1 Replace Water Filtration tank and Appurtenances Basis for design for the water filtration tanks are Yardney Multi-Media Filter System, Model #MM5460- 3A, serial #39516 or approved equal. Perform the following tasks: Disconnect all piping suppling filtration tanks Remove insulation Remove filter media Dispose of filter media Re-bed the tank in the following manner: Install new filter media in each media tank with the following media and quantities: Bottom layer - 5/8 x 3/8 gravel underbedding 38, 80# bags Next layer 1.45 mm garnet 70, 50# bags Next layer - .035 mm Garnet 180, 50# bags Top layer 0.8-0.9 mm anthracite 72, 50# bag Note: SDS sheets and documentation stating that filter media meets AWWA and NSF potable water standards must be provided to Water Plant Supervisor for NYSDOH review and approval. No work can be done until approval by NYSDOH is given. Re-insulate tank Back flush system Start up and ensure proper operation of system TASK 2 - Replacing the Existing Digital Loop Controllers Remove four (4) of the existing digital loop controllers and replace in kind with new, state of the art digital controllers which shall include testing and calibration. Re-wire as necessary. Basis of design is the PCC IV manufactured by Preferred Utilities Manufacturing Corporation. **Additional information will be provided in the Statement of Work which will be posted with the solicitation. The NAICS code for this procurement is 238220 with a small business size standard of $16.5 million. The magnitude of this project is between $100,000 and $250,000. A 20% bid bond will be required and must be submitted with the bid. This project is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses.
