Network Contracting Office 8 (NCO 8) is conducting market research to identify potential sources which are primarily in the business of Automatic Door Repair Services and Preventive Maintenance. The results of this market research will contribute to determining the method of procurement. One 12-month base period and four 12-month option periods are being considered. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 238290 with a small business size standard is $16,500,000.00. THIS IS NOT A REQUST FOR QUOTATION, INVITATION FOR BIDS, REQUEST FOR PROPOSAL, OR SOLICITATION OF ANY KIND. There are approximately 320 door openers distributed throughout 3 different medical center locations. Most of the openers are Stanley brand. However, there are BEA, Record, and other brand components in use. Some examples of the automatic door openers currently in use are, but not limited to: Stanley Magic Force Operator (Singles and Doubles) Stanley Pro Controller BEA Transmitters, Receivers, Push Plates RECORD Openers of various sizes Summary of Requirements: Repair Services: Repairs identified by either routine inspection, or direct observation will be reported to the Contracting Officer s Representative (COR) who, in turn, will report to the Contractor. Contractor shall coordinate with the COR to complete the repair(s). Non-Emergency Repairs: Repairs necessary to maintain the life expectancy of the automatic doors and/or not critical to operations. Such repairs will have a 48 hour or less response time by the contractor. Emergency Repairs: Defined as repairs required to maintain operational readiness of the automatic doors. Repairs may be conducted during or outside of normal business hours. Contractor will be required to respond within 4 hours from the time notified. Repairs must be completed within 24 hours, unless otherwise approved (i.e. parts not immediately available). Preventive Maintenance (PM): PM services shall be performed in accordance with manufacturer s PM service manual and checklists by trained, certified personnel. Contractor shall provide a PM schedule for all doors at each location. Contractor shall contact the COR to request any deviations from this schedule in advance Contractor shall work with the COR on the scheduling of inspections to accommodate special access (examples: operating rooms, intensive care suites, etc). PM s will be scheduled to minimize impact of patient care. The Market Research being conducted seeks to address the following questions: Based on the above Summary of Requirements, does this match the customary methods which other medical centers in the Commercial sector generally do business? If not, in what ways does it differ? Do comprehensive, all-inclusive programs exist which generally include the types of services described? If so, are there different levels of service and what to they cover? If not, please elaborate. Would a Firm-Fixed Price type contract be feasible for the services described? If not, what type(s) of pricing would be more suitable? What types of certifications are relevant and applicable to perform this work (i.e. AAADM)?
