Original Set Aside:

The Naval Medical Logistics Command intends to negotiate, on behalf of the Drug Demand Reduction Program labs, on a sole source basis (IAW FAR 13.501) with Healthwest LLC., 917 Israel Creek Ct., Knoxville MD 21758-1352 as the only sole source to provide forensic toxicology services (inspection services, attendance to the Annual DOD Tri-Service Laboratory Managers Meeting, consultant services and travel for consultant services). The labs are located at: Navy Drug Screening Laboratory, Great Lakes, IL Navy Drug Screening Laboratory, Jacksonville, FL Army Forensic Toxicology Drug Testing Laboratory, Fort Meade, MD Army Forensic Toxicology Drug Testing Laboratory, Tripler Army Medical Center Headquarters Air Force Drug Testing Laboratory Lackland Air Force Base, TX Special Forensic Toxicology Drug Testing Laboratory, Dover AFB, DE Armed Forces Medical Examiner System (AFMES), Dover AFB, DE Period of performance: Base year is 27 February 2022-26 February 2023. Four one year option periods running from 27 February 2023 to 26 February 2027. Inspection and Evaluation The Contractor shall inspect, evaluate, and assess for forensic soundness and scientific supportability of all laboratory procedures. The inspections and evaluations of the drug testing laboratories shall be conducted to assess compliance with the following: • DOD Instruction 1010.01, “Military Drug Abuse Testing Program” (latest revision); • DOD Instruction 1010.16, “Technical Procedures for the Military Personnel Drug Abuse Testing Program” (latest revision); and • The inspection policies as outlined in the AFMES Drug Testing Program Quality Assurance (DODQA) SOP. Consultant Services If requested, the Contractor shall provide forensic toxicology consultant services at any of the laboratories and AFMES. Consultant services may involve on site laboratory inspection of specific items of interest or the technical review and professional evaluation of draft policy documents involving technical changes to drug testing procedures and policy. Consultant services may to also include, but are not limited to, consultants to special laboratory incident inspection teams, consultant services regarding new testing, techniques, procedures, drug classes. Consultant services may be performed on-site at one of the seven locations or remotely depending on the specific need. This acquisition is being conducted under simplified procedures for certain Commercial Items IAW FAR 13.5. There are not set-aside restrictions for this requirement. The intended procurement will be classified under North America industry Classification System (NAICS) 541618 with a Small Business Size Standard of $16,500,000.00. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
