Original Set Aside:

The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source contract with Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) line items to L3Harris Technologies, Clifton NJ. This contract will procure the Program Management, Integrated Logistics Support (ILS), Training, Technical Documentation, and Facility Planning necessary to standup an AN/ALQ-214(V) 4/5 and AN/ALQ-214A(V)4/5 Integrated Defensive Electronic Countermeasures (IDECM) Organic Depot at the selected Fleet Readiness Center (FRC). Additionally, the contract will include scope to procure, build, deliver, install and set-up the Automated Test Equipment (ATE) required for AN/ALQ-214(V)4/5 and AN/ALQ-214A(V)4/5 IDECM repairs for use at the selected FRC. This effort is being awarded on a sole source basis to L3Harris Technologies in accordance with FAR 6.302-1 because L3Harris is the sole designer, developer, and manufacturer of the AN/ALQ-214(V) 4/5 and AN/ALQ-214A(V)4/5 system and is the only firm that can provide these supplies and services within the required timeframe. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
