MIDWAY ATOLL - Base Operation Support Services 2022 There is a mandatory site visit requirement to submit proposal for this requirement. **This is not the official solicitation** Due to system technical limitations, a new solicitation number will be generated some time after the start of the new Fiscal Year (starting on 1 Oct). This solicitation number (140F0421R0044) was pushed into the system's solicitation stage to gain the maximum amount of visibility for the requirement. The government will be soliciting for a new five-year (base + four option periods) Base Operation Support Services (BOSS) contract for Midway Atoll, as the current contract expires in Jan 2022. This requirement is limited to 8(a) firms and will be solicited as a competitive 8(a) set aside. A site visit is MANDATORY in order to submit a proposal. Requests for site visit access MUST be received by 10/6/2021 prior to 5 PM Pacific Time. DUE TO LIMITED FLIGHT SCHEDULES AND SEATS, REQUESTS FOR FLIGHT ACCESS MUST BE RECEIVED BY 10/6/2021 PRIOR TO 5 PM PACIFIC TIME. Submit forms with the request and your DUNS# and CAGE code to: Robert_Sung@fws.gov Failure to submit a request for a spot on a flight to Midway will disqualify your firm from submitting a proposal for this requirement. Requests will only be accepted from 8(a) firms. The flight for the mandatory site visit on Midway is scheduled for Monday 10/25/2021, leaving from 98 Kapalulu Place, Honolulu, HI 96819, at approximately 8AM (Hawaii-Aleutian Time) and will depart Midway for Oahu the next day (10/26) at approximately 9PM Samoa Time or earlier depending on flight conditions. If there are not enough available flight seats to meet demand, a second flight will be scheduled for Thurs 10/28/2021 and leave Midway on 10/29/2021 at the same times cited above. Contractors attending the site visit (up to 2 per firm) must provide BOTH proof of COVID vaccination AND have a valid negative COVID test that was taken within 72 hours of the flight to arrive in Hawaii. If the person attending the site visit is Hawaii based, then the COVID test must be taken within 72 hours of the Oahu to Midway flight. Covid test will comply with Hawaii's testing guidelines https://hawaiicovid19.com/travel-partners/ If you do not have a trusted testing facility within a reasonable distance from your location, contact Robert_Sung@fws.gov for further instruction. If you appear to be sick, you WILL NOT be allowed to enter into the charter flight to Midway. Contractors must also bring a valid passport OR a valid Driver's License AND a birth certificate to enter onto Midway. Complete the three (3) attached forms for each Midway Site Visit participant and indicate the number of flight seats requested (max two (2)). 1. Travel Request Form 2. Midway Rules and Regulations 3. Only 8(a) firms are allowed to attend the site visit. The vendor is responsible for all travel costs associated with this site visit. The cost of the round-trip flight to and from Midway + meals + Lodging is about $4,155.00, payable by credit card to reserve your seat. DUE TO THE LIMITED SEATS AND LIMITED FLIGHTS, NO REFUNDS WILL BE ISSUED.
