N0016422SNB15 REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT – SOLE SOURCE – MK46/MK48 Mod 1 and Mod 2 Lightweight Machine Gun (LMG), MK3 Upgrade Kits, and PIO Spares – PSC 1005 – NAICS 332994 Issue Date: 15 November 2021 – Closing Date: 30 November 2021 – 03:00 P.M. Eastern This announcement is being posted to the Beta SAM page, located at https//beta.sam.gov. Beta SAM is the single point of entry for posting of synopsis and solicitations to the internet. The Beta SAM website may be used to access information posted by NSWC Crane. In accordance with Department of Defense FAR Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1, the Government is issuing this announcement as part of market research purposes relative to the MK 46/MK48 Mod1/Mod 2 LMG, MK3 Upgrade Kits for the MK46/MK48, and PIO Spares. Naval Surface Warfare Center, Crane Division located at Naval Support Activity, Crane, Indiana 47522 intends to award a three-year contract extension, from FY23 through FY26, on a sole source basis to FN America, Inc. located at 797 Old Clemson Rd. Columbia, South Carolina 29229. This extension will be conducted on a sole source basis in accordance with the statutory authority 10. U.S.C 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of technical data, engineering capability, duplicative cost to the Government that is not expected to be recouped through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. The delivery shall remain FOB Destination, NSWC Crane, 300 Highway 361, Crane, IN 47522-5001. It is anticipated that inspection will remain at origin and acceptance will remain at destination. The overall contract ceiling will not be increased. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract action based upon responses to this RFI/Sources Sought is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Anticipated Period of Performance will be FY23-FY26. The proposed noncompetitive contract action is anticipated to be awarded under FAR Part 15, Contracting by Negotiations. It is anticipated that the contract action will be awarded the Last Quarter of FY23. Contractors must be properly registered in the System for Award Management (SAM).
