Description:
GLOBALCAP Sources Sought Notice This is a Sources Sought only and in no way obligates the Government in the award of a contract. Any information submitted in response to this Sources Sought is strictly voluntary. Currently, there is no solicitation package available. This Sources Sought is issued for the following purposes: Receive industry comment on Attachment 1: Draft Statement of Work (SOW). Determine market interest, feasibility, and capability of sources. Identify capable small business concerns that can perform this requirement. The Department of State’s Bureau of African Affairs, Office of Regional Peace and Security (AF/RPS) and Bureau of Political-Military Affairs, Office of Global Programs and Initiatives (PM/GPI) supports U.S. foreign policy goals throughout the world through a variety of programs and policies designed to bolster peace, security, and regional stability. These programs are primarily funded through Peacekeeping Operations (PKO) and Economic Support Funds (ESF) foreign assistance funds in support of partner nations' ability to improve their security institutions and associated operational capabilities. The DOS Acquisition Management Office seeks to identify qualified small business sources from industry in a potential re-compete effort for continued support in sub-Saharan African that could expand Globally in the future. DOS’ Acquisition Management (AQM) anticipates entering into a multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract with an estimated maximum of $500 Million per year for up to 10 years for professional support Services, construction, and equipment see Attachment 1 – Draft Statement of Work (SOW) for details. The Department of State welcomes the participation of qualified Joint Ventures and also encourages teaming to ensure an effective solution. Small Business that are in or are considering Joint Ventures are encouraged to respond to the Sources Sought. A response to this Sources Sought will not be considered an adequate response to any forthcoming solicitation announcement and the Government will not provide a debriefing on the results of this Sources Sought. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought notice or any follow-up information requests. All information submitted will be held in a confidential manner. Due to the potential for organizational conflicts of interest, contractors may not hold an IDIQ for advisory services and an IDIQ for other services in support of AF and PM Bureaus simultaneously. If a contractor already holds an IDIQ under one of these contracting programs and wishes to participate in the other, the contractor must relinquish the existing IDIQ. Attachments: Attachment 1 – Draft Statement of Work (SOW) Submission Requirements: Interested companies must demonstrate their ability to perform in accordance with the draft SOW by submitting a brief capabilities package consisting of no more than 10 pages in length. Late responses will not be accepted. Submissions must be emailed to Contracting Officer Adam H Butler at ButlerAH@state.gov and copied to Contract Officer Jocabed Domingue at DomingueJ@state.gov, Contract Specialist Mike Nelson at nelsonmd@state.gov, and Contract Specialist Justin Rautenbach at rautenbachj@state.gov no later than 1 PM Eastern on December 2, 2021. Responses shall at a minimum include: Company name, office location(s), DUNS Number, CAGE Code, and POC information (Name, Title, Phone Number, and email address). A statement identifying whether your company is a small business to include your social economic category and whether your company’s System for Award Management (SAM) account is active. If you intend to develop a Joint Venture (JV) in response to this requirement, please describe the nature of the JV and its members, indicating the Managing member. List relevant experience as it pertains to the draft SOW within the last three years including the following: Contract number(s), names of individuals responsible for the referenced contracts/projects, and current contact information for those individuals (Names, Phone Numbers, and email addresses); A statement identifying whether your company has or has not support contracts Outside the Continental United States (OCONUS) If you were a subcontractor, identify the work your company actually performed as the sub-contractor; If your company does not have relevant experience, state “none” for your relevant experience. A statement identifying your company's ability to recruit qualified personnel. A statement on what type of contract your company believes would be the best for this requirement as described in the draft SOW. A statement identifying if your company can accommodate a cost type contract. If applicable, provide comments to the draft SOW. Upon review of industry response to this Sources Sought, the Government will determine whether this acquisition could be set aside for small business.
