NOTICE OF INTENT TO AWARD SOLE SOURCE: This is a notice of intent to award a sole source contract. Pursuant to Federal Acquisition Regulations (FAR) 13.106-1(b)(1)(i). Contracting Officers may solicit from one source if it's determined only one source is reasonably available to satisfy agency requirements, as supplemented with additional information in this notice. The USDA, National Agricultural Statistics Service (NASS) intends to award on a sole source basis a Firm Fixed Price contract to Granular Inc. NASS is in need of a cloud product that will analyze data soils, climate, crop rotations, taxes, and interest rates to calculate value. This cloud product will need to show parcel ownership and acreage. NASS needs the ability to view crop history for past five years of crop rotation and to see agricultural land sales across the United States. The June Survey is a land-based survey that is the base survey that NASS does on an annual basis that is primarily a face to face survey. However, Covid -19 has caused NASS to look for alternatives since face to face is not an alternative. Thus, AcreValue will allow NASS personnel in the 12 regional field office to help determine operators of randomly selected land tracts across the U.S. The land sales data that is available from AcreValue will help NASS to save resources and respondent burden by using the information as an alternative data source for the land values survey. To ensure this functionality continues to be available, NASS requires the new Acrevalue software renewal. Period of Performance: The period of performance for this requirement is December 15, 2021 to December 14, 2022. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; AND NO SOLICITATION IS AVAILABLE.
