THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD: The United States Department of Agriculture, Animal Health Inspection Service Marketing and Regulatory Programs, Information Technology Division in Riverdale, MD intends to negotiate a sole source award to Compulink Management Center, Inc./DUNS: 086512134 CAGE Code: 1K2S7 for a Four year contract to obtain continued license and support for LaserFische software. Currently; the USDA Marketing and Regulatory Programs, Information Technology Division uses LaserFische for document management, data management, and model management. This software is used in (1) organizing final copies of analysis documents, (2) storing documents, data, and models associated with final analysis documents, (2) sharing documents, data, and models across units, (3) archiving older documents, data and models, and (4) rapid searches and retrieval of documents, data, and models. This acquisition will be in accordance with the statutory authority Authority 41 U.S.C. 253(c)(1 FAR Part 6.302-1 (2)The existence of limited rights in data, patent rights, copyrights, or secret processes; the control of basic raw material; or similar circumstances, make the supplies and services available from only one source. Compulink Management Center, Inc. owns the license for this product. This notice of intent is NOT a request for proposals or quotations. Request for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action is solely within the discretion of the Government. However; Interested parties may demonstrate their interest and capability by responding to this requirement, no later than 8am. MT on November 5, 2021 by email (only) to carol.dingess@usda.gov. All information submitted should support an interested party’s capability to provide the items required, and shall be furnished at no cost or obligation to the Government. The Government reserves the right to cancel the Sole Source Award at any time.
