This special notice is issued to announce the Architect of the Capitol will be hosting an Industry Day for perimeter security anti-scale fencing vendors. Project Description: The Architect of the Capitol (AOC), in advance of a perimeter security fence reservation contract, will be holding an “Industry Day” in order to evaluate the capabilities, design, and functionality of various anti-scale/anti-pass fencing products from qualified vendors. In order to thoroughly review each fencing product, vendors will be required to install a section of their portable fencing as a mockup of an actual installation. Vendors wishing to participate in this event must provide their company name to the Contracting Officer in order to get an assigned mockup location, which will be located outside of the United States Capitol Police (USCP) Canine building in Blue Plains. Each vendor mockup will be no less than 30 ln.ft. in length and no more than 50 ln.ft., exhibiting anti-scale/anti-pass capabilities, formidableness, and design. Each mockup will include one vehicle gate, one pedestrian gate, and a straight section of fencing. Participating vendors shall have no more than three (3) representatives on-site to answer questions during the Industry Day product review. Vendor mockups will be evaluated. The AOC will review the design, ease of installation, anti-scale/anti-pass capabilities, and formidableness. Industry Day Registration Details: The Industry Day will be held on Tuesday, November 30, 2021, from 10:00 a.m. to 1:00 p.m. Eastern Time (ET). The address where mockups will be erected is 4665A Blue Plains Dr. S.W., Washington, D.C. 20002. Please note this is an outside event, and presenters shall dress accordingly. The site will be available to participating vendors from 7:00 a.m. to 3:00 p.m. on November 29, 2021, to allow for the installation of fencing mockups. All costs associated with the installation and removal of the fencing mockup will be the responsibility of the participating vendor. Security professionals supporting the Capitol Complex will be on-site starting at 10:00 a.m. on November 30, 2021, to review fencing products. Vendors can start the removal of their fencing materials at 1:00 p.m. on November 30, 2021, upon the conclusion of the product review. Vendor mockups must be removed from the site by 5:00 p.m. on November 30, 2021. The mockup area will be along the roadway identified in the attached photograph (Industry Day Mockup Display Areas). Participating vendors will be assigned one mockup space, 1-18, in the assigned area. Vendors will set up their mockups on the date and times noted above and may not encroach on other areas adjacent to their assigned spot. The Contracting Officer will assign each vendor their space based on space availability. The purpose of the Industry Day is to introduce potential offerors to the AOC, conduct a capability inspection of various mobile perimeter fencing products, and select potential offerors to participate in a future solicitation. Attendance is free and open to any interested USA-based company capable of meeting the above-stated requirements. Space is limited for up to 18 vendors. Attendance will be granted on a first-come, first-serve basis. Attendance to the Industry Day is mandatory in order to participate in the planned contract solicitation. To attend the Industry Day, interested businesses shall register with the Contracting Officer, LaVaysha Lewis, via email at lavaysha.lewis@aoc.gov and the Contract Specialist, Mohammad Yasini, at mohammad.yasini@aoc.gov no later than Friday, November 19, 2021, at 1:00 pm ET. A maximum of three (3) individuals per company is permitted. This person limitation does not apply to setup or de-installation; it only applies to on-site presentation and answering of questions from clients. Registration requires the following information to be submitted: • Name of Company • Company Physical Address • Number of Attendees (Maximum of 3) • Name of Individual(s) attending. • Title of the person(s) attending (e.g. President, CEO, CFO, etc.) • Email Address(es) of person(s) attending • Valid copy of the attendee(s) identification (e.g. driver license) – Note: Copies must be legible • Attendee Cell Phone Number (In case of changes the morning of industry day) Questions will be permitted during the industry day; however, all government responses are subject to change before the release of an official solicitation. Additional questions about the industry day event are permitted until November 19, 2021, at 12:00 noon ET. No Exceptions.
