F-15 T-224 APITS to T-198 SMSTS Robins AFB, GA 29 October 2021 NOTICE: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary. Participation in this RFI will not ensure participation in future solicitations or contract (or similar) awards. The Government will not pay for responses to information requested, and it will not compensate any cost incurred in developing information provided to the Government. DESCRIPTION: The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to transfer the capabilities of the Aircraft Pod Interface Test Set (APITS) A/E24T-224 to the A/E24T-198 Stores Management System Test Set (SMSTS) for use by the United States Air Force (USAF). The ASQ-236 RECCE pod, also known as the “Dragon’s Eye” radar pod, is currently operational on the USAF F-15E. It is an Airborne Electronically Scanned Array (AESA) radar surveillance pod that provides aircrew with all-weather multi-target detection, tracking, and engagement. It provides, in part, the following: •high-resolution Synthetic Aperture Radar (SAR) maps for surveillance and target detection •all-weather precision geo-location against fixed, moving, and maritime targets, and •bomb impact assessment analysis. The Aircraft Pod Interface Test Set (APITS) A/E24T-224, National Stock Number 4920-01-582-6584KV , is currently an avionics device that is used primarily in support of the ASQ-236 by providing the capability to perform operational readiness tests. Thus, APITS is an Automatic Test System (ATS) used at an operational level of maintenance, and it is required for sustainment of the current ASQ-236 RECCE pod system. The A/E24T-198 (SMSTS), National Stock Number 4920-01-668-5945KV, currently provides the capability to test and fault isolate the weapons release system at the organizational level of maintenance for the F-15 Aircraft. The USAF seeks to acquire and procure the engineering services required to transfer the A/ET-224 ASQ-236 RECCE pod interface test programs to the A/E24T-198 (SMSTS). These devices are primarily located at F-15E bases, including Lakenheath, Seymour Johnson, Mountain Home, Nellis and Eglin. There are approximately 100+ T-198 devices in service and the expectation is for the inventory to have the same configuration. The transfer should provide a more reliable interface as compared to the unreliable conditions currently experienced with APITS. The primary objective of this requirement is for the A/E24T-198 (SMSTS) to able to support the ASQ-236 (RECCE) interface testing as well as current and near future F-15 avionic/weapons systems. It also should be reasonably fully sustainable through life expectancy of the F-15 all Mission Design Series (MDS).The transfer should include use of existing hardware for the ASQ-236 RECCE pod interface. These services should also include, but are not limited to, modification of the A/E24T-198 (SMSTS), provisioning of spares, spares support, upgrades to firmware/hardware/logic/software, technical support, repairs, regression testing, configuration audits, configuration management, packaging, handling, storage and transportation to include shipping & receiving, cybersecurity compliance, inventory control, support equipment, and travel.
