Description:
Notice of Intent to Single Source The 99th Contracting Squadron (99 CONS) intends to award a single source purchase order to Beckman Coulter, Inc. located at 250 South Kraemer Boulevard, Brea CA 92822 under the authority of FAR 13.106-1(b) Soliciting From A Single Source. The 99th Medical Group (99 MDG) located at the Mike O’ Callaghan Military Medical Center (MOMMC) on Nellis AFB, NV requires a six (6) month lease of Beckman Coulter’s Urinalysis iChemVELOCITY/iRICELL Analyzer. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the requirement. Capability statements shall not exceed five (5) (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the closing date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a single source purchase order. The following is a statement of the contractor’s unique qualifications and why the nature of this acquisition requires the use of the authority cited above: The iChemVELOCITY/iRICELL Analyzer is currently being leased by the 99 MDG Laboratory. The urinalysis analyzer is the only equipment of its type which is currently validated and connected to the Military Health System (MHS) GENESIS that is used exclusively throughout the 99 MDG. Purchasing another brand of analyzer would require a separate validation between current and new methodologies. The analyzer allows for "press and go" operations and does not require technician intervention between the iRICELL and iChemVELOCIT. It can also store up to 10,000 patient records. The equipment prevents the use of expired reagents by not allowing technicians to run samples with expired reagents on board. This maintains the integrity of not only the reagents, but the patient samples and results. The equipment also auto-verifies most parameters which reduces result turnaround times as well as the need for technician intervention. Responses are due by 10:00 am Pacific Daylight Time on Friday 17 December 2021.
