Notice Type: Notice of Contract Action – JVCKenwood HMD-VS1W AR/VR Head Mounted Display Justification, Statutory Authority: FAR 13.501(a) – 41 USC 1901- Only one responsible source and no other supplies or services will satisfy agency requirements. Contract Award Date: TBD Contract Award Number: TBD Synopsis: The United States Air Force Test Center/Directorate of Contracting (AFTC/PZIEB), Edwards AFB, CA intends to issue a sole source contract to JVCKenwood 2201 E Dominguez St. Long Beach, CA 90810-1009. Purchase of the JVCKenwood AR/VR HMD-VS1W Head Mounted Displays are being researched as a Dome replacement for Image Generation Systems that are priced at $1 million dollars versus $10,000 for AR/VR headsets. Headsets will be used for preliminary integration and the results will feed critical decision making for the future of AR/VR in JSE and Modeling and Simulation as a whole. The requested AR/VR Headsets are manufactured by JVCKENWOOD. The requested JVC headset provides real world visuals through a transparent screen to mix the real and virtual world, what we call “Augmented Reality”. The transparent screen will allow us to mix the virtual world and the real world without inducing any distortion or latency for the pilot when trying to interact with real world objects. This is the only manufacturer of an AR/VR Headset that could meet this specific gear requirement with 2560 x 1440 pixels per eye. The authority permitting other than full and open competition is 41 USC 1901 - FAR 13.501(a) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or (B) Unacceptable delays in fulfilling the agency's requirements. Adorama Inc, is the only manufacturer of the camera that is technically acceptable. The Government requests that initial feedback, comments and questions be submitted no later than five (5) calendar days from the date of this notice posted to www.beta.SAM.gov. In accordance with leeway permitted by FAR 13.501(a)(iii), all responsible sources may submit a capability statement, which shall be considered by the agency. Concerned parties should address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution prior to consulting the Ombudsman.
