Original Set Aside:

The F-35 Lightning II Joint Program Office intends to issue an order under Basic Ordering Agreement N00019-21-G-0005 on a sole source basis to Raytheon Technologies Corporation, Pratt and Whitney Military Engines, East Hartford, CT to perform an Integrated Business Case Analysis assessing a combination of subsystem modernization options to return enterprise lifecycle costs. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Raytheon Technologies Corporation, Pratt and Whitney Military Engines, is the original designer, developer, and manufacturer of the F135 propulsion system. The BOA Order is anticipated to be awarded in the first quarter of fiscal year 2022 and supports the F-35 Joint Program U.S. Services, Non-U.S. DoD Partners and Foreign Military Sales. This notice of intent is neither a request for proposal nor a solicitation of offers. Based upon any responses to this notice, the Government reserves the right to process this procurement action on a sole source basis.
