Description:
Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a single source purchase order with the Transportation Research Board (TRB) for its annual TRB Minority Student Fellows Program. The program helps to support travel, lodging, and subsistence expenses for a select group of students attending Institutions of Higher Education (IHE) that are Minority Serving Institutions (MSI) to present a student-authored research paper at a session during the TRB Annual Meeting. Each of the eligible institutions participating in the program is invited to select 1-3 students (depending on funding and available slots) from an underrepresented minority group from among its graduate students or advanced undergraduates in a transportation-related curriculum to participate in the program. Therefore, TRB is the only known source capable of providing these opportunities for a select group of students. Under the program, stipends are provided to students for travel, lodging, and subsistence expenses to attend the TRB Annual Meeting. The FHWA is the first Federal agency to serve as a donor organization and has sponsored students from 2013 to the present through the Office of Resource Management and the Universities and Grants Programs in the Center for Transportation Workforce Development (CTWD). The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
