The U.S. Army Corps of Engineers, Portland District intends to award a sole source, firm-fixed-price contract to the Columbia River Intertribal Fish Commission (CRITFC) for Columbia River cultural resource protection, cultural resource training, and law enforcement data system access services. Service: The U.S. Army Corps of Engineers, Portland District has a requirement for Columbia River cultural resource protection, cultural resource training, and law enforcement data system access services. Cultural resource protection services to be provided: The Corps will coordinate and communicate with members of the Federal Columbia River Power System (FCRPS) Cultural Resources Cooperating Group, Wana Pa Koot Koot (WPKK), to obtain specific recommendations for cultural resources protection. The Corps will provide these recommendations to Contractor for implementation, if possible. The Contractor shall perform patrols, investigations, surveillance, appear as a witness in court proceedings when necessary, and perform any other work not noted here that is incidental to any discoveries. The Contractor shall consult with other federal, state, and local law enforcement agencies, as necessary, to complete the tasks under this contract. Cultural resource training services to be provided: The Contractor shall supply all labor and materials necessary to provide cultural resources protection training to eligible U.S. Army Corps of Engineers employees; other federal, tribal, state, county, and local law enforcement officers; and federal and state judiciary representatives. The course shall cover best practices for law enforcement investigations, crime scene protection, prosecution of violators, evidence collection, looter tools, looter tricks and tactics, and other key issues. Law enforcement data system access services to be provided: The Contractor shall provide law enforcement data system (LEDS) communication services to eligible U.S. Army Corps of Engineers staff (Bonneville, The Dalles, John Day, Willow Creek, and Walla Walla District McNary Dam staff) who work at projects along the Columbia River. The Columbia River Intertribal Fish Commission (CRITFC) was created in 1977. The legal standing of CRITFC is based in Treaty Reserved Rights and only the Affected Tribes can direct the policy of CRITFC. The services to be awarded under this contract augments the law enforcement power of CRITFC in respect to lands owned and affected by the U.S. Army Corps of Engineers, Portland District. Place of Contract Performance: Contractor shall provide increased law enforcement services on Corps fee-owned lands along the Columbia River from below Bonneville Dam to McNary Dam. The area below Bonneville Dam includes the following management units: Hamilton Island, Hamilton Island Recreation Area, Juvenile Fish Bypass, Fort Cascades, North Shore Recreation Area, Bass Lake, Caples site, Cascade Island, Bradford Island Fishing Area, Robins Island Recreation Area, South Shore, and Tanner Creek.
